Bugg was the mother of the 21-month-old child, who remains hospitalized in serious condition.According to Lieutenant David Turner of the Henrico County Police, the victims were walking along the white line on the edge of the roadway when the incident occurred. "To our knowledge, she did everything correctly," he stated, underscoring the senselessness of the tragedy.
